Describe the rationale for the proposed program change(s):

(Explain your reasons for creating, revising, or deleting the curriculum or program.)

Due to the very nature of the subject area, it makes sense to argue that Communication majors, upon graduation, should always been expected to display skill in both speaking and writing.  Consistent with these expectations, the Communication Department requires a public speaking class of all majors, and our 400-level courses are without exception writing intensive.  In addition, advances in communication technology have led to the argument that a third basic skill, Internet/web use, also be expected of all Communication majors.  In the late 1990s, it appeared that our students could not, as a general rule, claim that skill.  In response, the Communication Department first taught a one-credit on-line course on Electronic Communication Skills in the Spring Semester of 1999 as an experimental course.  This course gained its permanent rubric (COMM250) the next semester and became a required course for majors the following year (Spring 2000).

In the intervening years, the computer revolution has continued to advance, and basic computer literacy has become close to universal among the students who enter the University of Delaware.  In short, a large majority of students now come to the Communication major having already gained skill in Internet/web use.  As a consequence, COMM250 has become superfluous.  For this reason, we propose both to remove the course from the Communication major requirements and to discontinue it as soon as all current Communication majors have completed it.
