Whereas, the College of Business and Economics offers a successful PhD
degree in Economics that provides students with the necessary knowledge to be
innovative and well-informed economics professionals and researchers, and
Whereas, the College of Education and Public Policy offers a successful
PhD degree in Education that provides students with the necessary knowledge to
be innovative and well-informed education professionals and researchers, and
Whereas, there is an increasing need for economists and educators to
collaborate to conduct research and inform economic education policy at both a
state and national level, and
Whereas, a joint doctoral and master’s degree in Economic Education will
allow students to simultaneously pursue graduate level education in both

Whereas, there is currently no doctoral program at
the
Whereas, in spring 2009 an external review team evaluating the exercise science program recommended that the department initiate a Ph.D. program to serve students interested in physiology, and
Whereas, there are 13 faculty who wish to be affiliated with the program, and
Whereas, these faculty have supervised doctoral students at other institutions or are currently supervising doctoral students in biology or biomechanics and movement science, and
Whereas, all of the current Ph.D. students in the department are supported by NIH or foundation funded research assistantships, fellowships, or teaching assistantships, and
Whereas, the absence of a focused doctoral program specific to applied physiology makes it difficult to recruit excellent students, and
Whereas, the Department of Health, Nutrition and Exercise Sciences currently has in place the faculty, the laboratories, the courses, and the funding needed in order for the proposed Ph.D. in Applied Physiology to be successful, and
Whereas, the proposed program contributes to the University's "Path to Prominence": to become a premier research and graduate university; be it therefore

Whereas, the proposed professional Master’s of Arts in Historic Preservation (MAHP) is an interdisciplinary graduate course of study devoted to understanding the evolution and historic significance of architecture and landscapes, the process of crafting innovative preservation policies and techniques for preserving and maintaining the historic built environment as a vital part of contemporary society, and
Whereas, there has been much interest over several years from individuals wit diverse backgrounds and interest in pursuing advanced graduate studies in historic preservation relevant to preserving the built environment and contributing to community vitality, and
Whereas, the foundation for the program has been established in the experience of the Center of Historic Architecture and Design in the School of Urban Affairs and Public Policy in delivering a graduate concentration in historic preservation in drawing on other departments and programs at the University of Delaware, and
Whereas, the proposed program contributes to four milestones on the University’s Path to Prominence: to become premier research and graduate university; to achieve excellence in professional education; to extend impact through Global Initiative, and the engaged university, be it therefore

Whereas, nurse
scientists are essential members of interdisciplinary health science research
teams that are developing new knowledge to address complex health care needs of
society, and
Whereas, there
is a current shortage of PhD-prepared nursing faculty and a predicted large
number of faculty retirements by 2015 necessitating programs that prepare
faculty for academic positions within schools of nursing, and
Whereas, this
program will meet the urgent need for nursing scholars within the state of
Whereas, the
proposed Doctor of Philosophy in Nursing Science is in keeping with the
University of Delaware’s Path to Prominence TM milestones of
becoming a Premier Research and Graduate University with robust programs of
graduate research and education. Development of nursing scientists is also in
concert with the Delaware Health Science Alliance which combines the priorities and assets of
Christiana Care Health System, Nemours/Alfred I. DuPont Hospital for Children,
and Thomas Jefferson University, in addition to University of Delaware, in
providing world-class health education, interdisciplinary research, and quality
healthcare, and
Whereas, the
proposed Doctor of Philosophy (PhD) in Nursing Science has been based on a
critical review of prominent PhD in Nursing programs nationally and there is no
similar program within the state offering a program of this type, and
Whereas, increasing
numbers of master’s nursing students and practicing nurses desire to further
their formal education and advance the science of nursing through research,
scholarship and education of new nurses, and
Whereas, the
faculty of School of Nursing Science have a 30-year history of teaching nursing

demand for a degree in biomedical engineering has been growing with 50 freshmen
undeclared engineering students expressing interest in majoring in biomedical
engineering Fall of 2009, and
Whereas, a
proposed program modeled on the best practices of the top ten ranked biomedical
engineering programs and tailored to the strengths of UD’s College of
Engineering has been created, and
Whereas, the
proposed program will not represent a significant increase in engineering
students but rather a redistribution of students within the college, minimizing
its disruption to the university, and
Whereas, students
in the this program would not be taking new engineering courses until their
junior year, allowing ample time for preparation for new courses, and
Whereas, the
new program will substantially benefit the reputation of
Resolved, that
the Faculty Senate approves provisionally, for five years, the establishment of
a new Bachelor of Biomedical Engineering (BBE) degree with a major in

Whereas, the proposed 4 + 1 Bachelor of Science in Human Services and Master of science in Human Development and Family Studies Concentration in Human Services Leadership offers an alternate accelerated route for highly qualified students to begin pursuing a master’s degree while and undergraduate Human Services major at the University of Delaware, and
Whereas, The University of Delaware will be one of the first schools in the nation to offer an accredited five year accelerated bachelor’s and master’s degree program in Human Services, and
Whereas, the existing graduate program in Human Development and Family Studies already provide all the courses and administrative framework for such a degree, and
Whereas, the proposed program contributes to two milestones on the University’s “Path to Prominence” to become a premier research and graduate university; to achieve excellence in professional education; be it therefore
Resolved, that the Faculty Senate recommends provisional approval, for five years, the establishment of a new 4+1 Bachelor of Science in Human Services and Master of Science in Human Development and Family Studies with a Concentration in Human Services Leadership (BSMS) in the Department of Human Development and Family Studies.

Whereas, the existing graduate programs in Materials Science and Engineering already provide all the courses and administrative framework for such a degree, and

Whereas, the Bylaws of the Board of Trustees state that
the faculty shall be given the opportunity to consider and make recommendations
for proposed changes in the University organization, including the transfer of
a program from one college to another, before final action is taken by the
Board of Trustees,
Whereas, the faculty of the Sport Management (SM)
program in the College of Health Sciences have expressed their interest in
transferring to the Department of Business Administration in the Lerner College
of Business and Economics, and
Whereas, the faculty of the Department of Business
Administration in the Lerner College have voted to support the transfer of the
SM program to the Department of Business Administration, and
Whereas, the Deans of the
Whereas, this transfer will provide for enhanced
recognition of academic programs and opportunities for SM students and faculty,
and create collaborative opportunities between
Resolved, that the Faculty Senate recommends the transfer of the Sport Management program to the Department of Business Administration in the Lerner College of Business and Economics effective July 1, 2010.

Whereas, the
Department of Health, Nutrition and Exercise Science has grown dramatically
over the past 10 years, with undergraduate enrollment currently at
approximately 1200 undergraduates and 120 graduate students, and
Whereas, the
Department includes eight undergraduate majors, five minors, and three graduate
programs, with an additional graduate program and an additional minor currently
proposed, and
Whereas, faculty
and administrators within the
Whereas, Department
and College faculty have voted to approve the division of the existing
department into two new academic departments, and
Whereas, the
new academic departments will be more strategically focused and more visible,
and thus better able to recruit outstanding students and to provide a
high-quality education for students, and
Whereas, the proposed
new academic units are already physically separated on North and South
campuses, and
Whereas, faculty
in the new department units have agreed upon new department names, be it therefore
Resolved, that
the Faculty Senate recommends that the Department of Health, Nutrition, and
Exercise Sciences be reformulated as two new departments, to be called the
Department of Behavioral Health and Nutrition and the Department of Kinesiology
and Applied Physiology.

Whereas, the Provost has requested that a Council of Deans, made up of the deans of the seven colleges at the University of Delaware, review newly proposed majors and degrees, and
Whereas, the University Senate Committee on Graduate, Undergraduate Studies, Coordinating Committee on Education and the Executive Committee support this idea as they would value their input on resource issues for new majors and degrees, and
Whereas, the Council’s input would be advisory only, and could not veto any academic proposal, and
Whereas, the Council’s recommendations would be attached to the University Faculty Senate Approval Form, but would not replace the currently required individual letters of commitment from deans and chairs of affected programs, and
Whereas, the Council’s recommendations must reach the respective committees by mid-December in order to meet deadlines set for them by the University Faculty Senate, and
Whereas, the routing for the University Faculty Senate Approval Form for Academic Programs would be unchanged, and that the signature of the dean of the college would signify that this proposal was considered, if deemed necessary, by the Council of Deans, be it therefore

Whereas, the Faculty Senate has a standing committee on Instructional, Computing and Research Support Services (ICRSS), and
Whereas, this committee continues to play an important role in providing a forum for the review of policies, practices, and needs for educational resource facilities and computer technology, and
Whereas, some of the applicable administrative units and titles of officials mentioned in the committee’s charge have changed, be it therefore
Resolved, that the faculty handbook Section 1: Organization of the Faculty – Standing Committee System of the Faculty and Its Senate – Instructional Computing and Research Support Services be revised and that the charge to the ICRSS committee is hereby revised to read as follows:
This committee will advise the Faculty Senate on policies, practices
and needs for educational resource facilities and computer technology. Working
with the Vice President for Information Technologies, the Director of the
Library, and other individuals or units as appropriate, this committee will
submit recommendations and reports to the Executive Committee of the Faculty
Senate.
The Committee on Instructional, Computing
and Research Support Services shall consist of one faculty member from each of
the colleges of the University, one of whom shall be appointed as chairperson
by the president of the Faculty Senate; an undergraduate student; a graduate
student; a designee of the Director of the Library; a designee of the Director
of the Office of Educational Technology; a designee of the Director of
Professional and Continuing Studies; and a designee of the Vice President for
Information Technologies
q. Recommendation from the Committee on Rules (Jack Baroudi) and the Executive Committee (Cihan Cobanoglu) for the request for a revision to the Faculty Handbook, Section 3: Conduct of Academic Programs - Instructional Program Policies – Student Class Attendance and Excused Absences be amended with the following change: Authority for excusing all class absences rests with the instructor, subject to the abovementioned guidelines (Rev. 4/6/87; 3/6/95; 5/3/99; 4/12/10) (attachment)
Whereas, there is a small discrepancy between the UD Catalog and the Faculty Handbook as it relates to excused absences for UD students, and
Whereas, there this discrepancy has created some complications in the recent past, and
Whereas, in order to correct this discrepancy and ensure that the language in both documents is compatible we request the faculty handbook be amended, be it therefore
Resolved, that the Faculty Handbook, Section 3: Conduct
of Academic Programs – Instructional Program Policies – Student Class
Attendance and Excused Absences be amended with the following change: Authority for excusing all class absences
rests with the instructor, subject to the abovementioned guidelines (Rev. 4/6/87; 3/6/95; 5/3/99; 4/12/10)
a. A motion for the Faculty Senate to appoint an ad hoc committee to investigate the impact that resource based budgeting (RBB) is having on faculty governance and academic quality at the University.
b. A motion to reaffirm the Faculty Senate policy that an open hearing is held when there is a proposal for reorganization of a college or movement of a department from one college to another.
c. A motion that, when there are plans by the administration for reorganization of units within the University, the faculty members of the affected units be informed within one week and the faculty members have an opportunity with sufficient time to discuss the proposal and respond with their recommendations to the Dean and Chair of those units.
