1. Recommendation

M.A. and designate a new title in Counseling in Higher Education (attachment)

Whereas, the current program for the Master of Education in College Counseling and Student Affairs Practice in Higher Education has been administered in the Department of Individual and Family Studies since 1998; and
Whereas, the
curriculum and other degree requirements will remain the same under the
proposed new degree of Master of Arts and proposed re-titled major of
Counseling in Higher Education; and
Whereas, the proposed new degree title and new major title will provide more clarity and consistency between the curriculum content and degree awarded; and
Whereas, the Department of Individual and
Family Studies, the School of Education, and the College of Human Services,
Education and Public Policy all support the proposed change in degree and
change in the title of the major; be it therefore
Resolved, that the Faculty Senate recommends
the current Master of Education in College Counseling and Student Affairs
Practice in Higher Education be changed to Master of Arts in Counseling in
Higher Education.
2. Recommendation from the Committee on Graduate Studies (Charles Mason, Chair) with the concurrence of the Coordinating Committee on Education (Avron Abraham, Chair) and the Executive Committee (Charles Boncelet, Chair) for a new degree Ed.S. in School Psychology (attachment 2-24-05) (attachment 2-28-05) (attachment 3-1-05) (attachment 3-1-05)
Whereas, the current 30 credit program for the Master of Arts in School Psychology has a follow-on curriculum of 30 more credits to meet the total 60 credit hour requirements for certification as a School Psychologist; and
Whereas, the chief operating office of the
National Association of School Psychologists estimates that 100 academic
institutions, there being among them no less than 14 doctoral degree granting
universities comparable in academic quality to the University of Delaware,
currently award the Educational Specialist (Ed.S.) degree for a similar
post-master’s certification requirement; and
Whereas,
the curriculum and other
degree requirements for the 30 credit portion that follows the award of the
Master of Arts in School Psychology at the University of Delaware will remain
the same under the proposed new additional degree of Educational Specialist in
School Psychology; and
Whereas, the
Resolved, that the Faculty Senate
recommends that students who earn the Master of Arts degree in School
Psychology and earn the Specialist Certificate be awarded the Educational
Specialist (Ed.S.) degree.

Recommendation from the Committee on Graduate
Studies (Charles Mason, Chair) with the
concurrence of the Coordinating Committee on Education (Avron Abraham, Chair) and
the Executive Committee (Charles Boncelet, Chair) for Resolutions
Pertaining to Review of Provisional Status Programs (attachment)
Whereas, New or substantially revised graduate and undergraduate programs are normally granted provisional status by the University of Delaware Faculty Senate for a trial period before being considered for permanent status; and
Whereas, It is the function of the Graduate Studies Committee and the Undergraduate Studies Committee to make recommendations to the Coordinating Committee on Education regarding permanent status of provisional programs based on thorough reviews; and
Whereas, It is important to have timely review and report schedules so that provisional programs have sufficient time to mature and for evaluation data required for review to become available; and
Whereas, It is equally important to define and make available review criteria and evidence required for reports of program reviews; and
Whereas, The following eight resolutions are recommended for approval by the Graduate Studies Committee with concurrence of the Undergraduate Studies Committee Chair (Jeff Jordan); be it therefore
1. Resolved, That all provisional doctor’s programs be reviewed for permanent status during the 7th academic year following the next September 1 after the date of provisional approval by the Faculty Senate; and
2. Resolved, that all provisional master’s programs be reviewed for permanent status during the 5th academic year following the next September 1 after the date of provisional approval by the Faculty Senate; and
3. Resolved, that all provisional bachelor’s programs be reviewed for permanent status during the 5th academic year following the next September 1 after the date of provisional approval by the Faculty Senate; and
4. Resolved, that a status report for all provisional doctor’s programs be submitted to the Graduate Studies Committee within the 4th year; and
5. Resolved, that a status report for all provisional master’s programs be submitted to the Graduate Studies Committee within the 3rd year; and
6. Resolved, that all provisional program reviews include an internal or external faculty peer review that is initiated by the Office of the Provost; and
7. Resolved, that the Graduate and Undergraduate Studies Committees develop and make available to departments the criteria for status reports and criteria for internal and external reviews; and
8. Resolved, that any provisional program that does not submit program review materials in a timely manner may be subject to disestablishment by the Faculty Senate.
4. Recommendation from the Committee on Undergraduate Studies (Jeff Jordan, Chair) with the concurrence of the Coordinating Committee on Education (Avron Abraham, Chair) and the Executive Committee (Charles Boncelet, Chair) for a resolution concerning Freshman Year Experience (attachment)
Whereas, in
May 2004, the Faculty Senate passed a resolution requiring that beginning in
the Fall Semester, 2005, all entering Freshmen students successfully complete a
First Year Experience (FYE); and
Whereas, several
academic units are actively working to create an FYE that will meet the
specific and unique needs of students in their major; and
Whereas, the
original resolution did not specify a mechanism whereby newly created or
revised courses could be certified as fulfilling a First Year Experience; be it
therefore
Resolved, the
authority for certifying courses as fulfilling a First Year Experience is given
to the Undergraduate Studies Committee of the Faculty Senate.
5. Recommendation from the Coordinating Committee on Education (Avron Abraham, Chair) with the concurrence of the Executive Committee (Charles Boncelet, Chair) for the merger of the Department of Physics and Astronomy and Bartol Research Institute
Whereas, faculty in the Department of Physics and Astronomy and Bartol Research Institute have voted to merge into a single unit with the name Department of Physics and Astronomy; and
Whereas, the proposal for this merger is
acceptable to the Dean of the
Resolved, that the Faculty Senate recommends the proposed merger of the Department of Physics and Astronomy and Bartol Research Institute into a single unit to be effective as of July 1, 2005.
6. New Doctor of Philosophy – Preservation Studies (attachment) (attachment) (attachment) (attachment)
Whereas, a need for a Doctor of Philosophy with an interdisciplinary major in Preservation Studies has been identified in a study conducted by a committee comprised of twelve faculty members and administrators from nine different departments at the University of Delaware from which this program is being proposed; and
Whereas, only two other programs offering degrees in conservation research at the doctoral level similar to the interdisciplinary content of this proposed program are known to exist in the world with none in North America; and
Whereas, an open hearing was held March 16, 2005, by the Faculty Senate Coordinating Committee on Education and Graduate Studies Committee with no challenges or objections being raised; and
Whereas,
the chairs or other faculty
members of the Departments of Geology, Fine Art and Visual Communications,
English, University Museums, Mechanical Engineering, Anthropology, Geography,
Disaster Research, Art History, and University Library, all provided letters of
support for the proposed new degree and major; and
Whereas,
this new program, which will draw
its faculty from seventeen departments, centers, and programs within six
colleges, will be administered by the Center for Material Culture Studies
within the
Resolved,
that the Faculty Senate recommends
that the Doctor of Philosophy in Preservation Studies be established on a
provisional basis subject to review in the seventh year for permanent program
approval.
7. Recommendation from the Committee on Graduate Studies (Charles Mason, Chair) with the concurrence of the Coordinating Committee on Education (Avron Abraham, Chair) and the Executive Committee (Charles Boncelet, Chair) to establish the Master of Marine Management (attachment 3-7-05) (attachment 3-21-05) (attachment 3-21-05)
Whereas, the College of Marine Studies currently offers degrees at the Master and Ph.D. level designed for traditional graduate students; and
Whereas, the
College of Marine Studies has recognized the great need for a new master
program to reach potential students not being served by current degrees;
and
Whereas, the
proposed master program will provide an enhanced educational opportunity that
is not currently offered at the
Whereas, the
delivery of such a program does not require resources beyond those already approved
for the M.S. and Masters of Marine Policy degrees; be it therefore
Resolved, that
the Faculty Senate recommends a Master of Marine Management be established in
the College of Marine Studies on a provisional basis subject to review in the
fifth year for permanent program approval.
