            In accordance with Section IV, paragraph 6 of the Constitution, the regular meeting of the University Faculty Senate will be held on Monday, February 8, 2010 at 4:00 p.m. in 104 Gore Hall. 

 

I certify that hard copies of the approval page for each undergraduate and graduate studies academic item on the agenda are filed in the Faculty Senate Office with the appropriate signatures of approval up through the Chair of the Faculty Senate Coordinating Committee on Education.  The Agenda will be as follows:

I.  Adoption of the Agenda

III.             Remarks: Provost Tom Apple

·   Provost Apple spoke to concerns about phasing out programs/majors because of RBB. He stated RBB was not the driver but rather it is the focus on academic excellence and the need to prioritize which will guide these discussions. Programs can lose money if they are excellent but we don’t want to support a mediocre program that is losing money. Our concern is not dollars but rather the students’ experience and academic excellence.

·   College reviews have been put on the back burner as we work through the details for this process.

·   Question from the floor regarding how and who will determine what is quality? The provost discussed the complexity of the issue. He discussed some of the metrics about research which comes from the AAU and other organizations as well as how to assess teaching quality.

·   The provost discussed the need for the senators to communicate what happened at the senate meeting in their department meetings.

·   A question was raised about APR for colleges and what we should expect this to look like. The provost hopes that we can get the procedures determined by the spring. Ultimately these procedures will need to come to the Faculty Senate.

·   A question about reorganization and program review came from the floor. The provost views these as different processes and the reorganizations are decided by those internal to UD and then once the new unit is up and running then we do the external review via the APR process. Havidan discussed that a draft of the process has been forwarded to the Council of Deans for their comment. But, importantly, the faculty senate will be involved in these reviews as well. Cihan requested that this draft be forwarded to the Faculty senate executive committee. Havidan indicated that once the Council of Deans had reviewed the draft he would forward it to Executive Committee.

·   The provost said that at their last meeting with the state legislature the state now sees us a research university and a driver of job creation.

·   The provost discussed the importance of the faculty and the faculty senate in the shared governance model  providing input to the Trustees who ultimately must approved all decisions.

                               

 

 

IV.              Announcements: Senate President Cihan Cobanoglu

                             Three announcements were made regarding:

 

§       The AAUP/Provost Academic Freedom Forum

§       The student life survey has been completed and 98% of the respondents felt participation in student life programs was optional

§       Islamic holidays are still under consideration by several faculty senate committee (Not sure this is accurate)

a.       Recommendation from the Faculty Senate Committee on Graduate Studies (Robert Opila, Chair) with the concurrence of the Coordinating Committee on Education (John Madsen, Chair) and the Executive Committee (Cihan Cobanoglu, Chair) for the request to add a new Graduate degree PSM in Biotechnology (attachment) (attachment(attachment)

 

                  WHEREAS,         the proposed Professional Science

Master’s (PSM) in Biotechnology is an interdisciplinary graduate course of study covering the scientific underpinnings of the biotechnology revolution, the management of the interdisciplinary teams necessary to bring biotechnology advances to the marketplace and the ethical/regulatory issues pertinent to these technological advancements and 

 

WHEREAS,        there has been much interest over several years from individuals with diverse backgrounds and interest in pursuing advanced graduate studies in biotechnology relevant to the business environment, and

 

                    WHEREAS,       the experience of the Department of Biological Sciences with graduate level training in the life sciences in collaboration with Departments ranging over all seven Colleges of the University of Delaware provide existing courses and a foundation for the program, and

 

                   WHEREAS,        the proposed program contributes to three milestones on the University's "path to prominence": to become a premier research and graduate university; to achieve excellence in professional education;

and the engaged university, be it therefore

 

RESOLVED,      that the Faculty Senate recommends approval provisionally, for five years, the establishment of a new major leading to the Professional Science Master’s in Biotechnology, effective June 1, 2010.

The president called for a vote and the motion was approved.

 

 

b.      Recommendation from the Faculty Senate Committee on Graduate Studies (Robert Opila, Chair) with the concurrence of the Coordinating Committee on Education (John Madsen, Chair) and the Executive Committee (Cihan Cobanoglu, Chair) for the request for Permanent Status of the Ph.D. in Entomology and Wildlife Ecology (attachment)  (attachment)  (attachment) (attachment)

 

WHEREAS,      the Doctor of Philosophy in Entomology and Wildlife Ecology was given provisional approval by the Faculty Senate effective September 1, 1999, and

 

WHEREAS,     the Ph.D. is the standard degree in the field of Entomology and Wildlife Ecology, required for access to most professional jobs, and

 

WHEREAS,      this program received an extensive permanent status program review whereupon it was recommended that the Ph.D. in Entomology and Wildlife Ecology be granted permanent status, and

 

WHEREAS,     this program received the full support of the Dean

of the College of Agriculture and Natural Resources, be it therefore

 

RESOLVED,   that the Faculty Senate recommends permanent approval of the Doctor of Philosophy in Entomology and Wildlife Ecology in the College of Agriculture and Natural Resources.

The president called for a vote and the motion was approved.

 

 

c.       Recommendation from the Faculty Senate Committee on Graduate Studies (Robert Opila, Chair) with the concurrence of the Coordinating Committee on Education (John Madsen, Chair) and the Executive Committee (Cihan Cobanoglu, Chair) for the request to create a new MS degree program in Software Engineering (attachment)  (attachment)  (attachment)  (attachment) (resolution doc.)

 

WHEREAS,     Software Engineering is the application of principles of computer science, engineering and mathematical analysis to the design, development, testing and evaluation of software and systems,  and          

 

WHEREAS,     the Department of Computer Science has offered a successful program for the Master of Science in Computer Science providing students basic graduate level knowledge in this profession, and

 

 

WHEREAS,     the Department of Electrical and Computer Engineering has offered a successful program for the Master of Science in Electrical and Computer Engineering providing students basic graduate level knowledge in this profession, and

 

WHEREAS,     there is substantial demand for graduate level software engineering expertise among local industries and from the US Army facility at Aberdeen, and

 

WHEREAS,     a Master of Science in Software Engineering will provide students with formal and applied expertise in planning, designing and managing large software projects, be it therefore

 

RESOLVED,   that the Faculty Senate recommends that a new degree program be established, provisionally for five years, that will award a Master of Science in Software Engineering.

The president called for a vote and the motion was approved.
