The proposed 4+1 program is
clearly aligned with the University’s Path
to Prominence and stresses the five stated institutional guiding
principles/core values of the plan: Putting Delaware First through the
application of multiple resources to benefit the greater Delaware community;
Diversity that respects all peoples; Partnerships that build knowledge and
capacity to serve critical societal needs; Engagement at multiple levels to
alleviate human suffering; and, Impact through the application of principles in training leaders to make a
significant difference in the world.

emphasizes Gen Ed. Goal 2 critical thinking and writing based on the
assignments that are given in classes, Goal 3 being able to work and learn both
independently and cooperatively, a critical aspect of leadership training, Goal
4 to engage questions of ethics and recognize responsibility to self, community
and society at large - always a focus when dealing with issues around
development and children; and Goal 5 to understand diverse ways of thinking - a
foundational aspect of leadership training.

aligns with the strategic goals for graduate studies at the University of
Delaware: advancing and sustaining highest quality programs; strengthening
diversity; supporting globalization and the enrichment of the graduate student
experience, improving advocacy, and expanding professional education. Early
Childhood at UD is a growing, highly visible and significant field due in part
to the influx of state and federal resources to the department and the
Institute for Excellence in Early Childhood. A strong focus in coursework and
experiential experiences emphasizes the wide range of social, economic, racial,
and physical and cognitive diversity that is characteristic of both the

The 4+1 BS and MS HDFS: Concentration in Early Childhood Development and Inclusive
Education is designed for
The 4+1 BS and MS HDFS: Concentration in Early Childhood Development and Inclusive
Education will prepare graduates for accelerated growth as highly
qualified direct service providers and for advancement to administrative,
policy and research positions in early childhood development and education and
related fields. In addition this program is designed as a pathway to a
doctorate in Human Development and Family Studies where students will integrate
their applied training with a program of research and scholarship.
This program is conceptually and academically sound, building on strengths of the HDFS undergraduate program in Early Childhood Education (BS) by increasing linkages between scholarship and practice through combining preparation for initial teacher licensure with rigorous graduate study. Students who successfully complete all requirements of this 4+1 program will qualify for licensure in Early Childhood Education Birth – Grade 2. The content of the 4+1 program is consistent with the requirements of the National Board of Professional Teaching Standards for the Early Childhood Generalist Certificate thereby preparing graduates for subsequent application for National Board Certification. The proposed 4+1 program meets requirements of the National Council for Accreditation in Education (NCATE) for our accredited Early Childhood Education (BS) undergraduate program, as well as those of the National Association for the Education of Young Children’s Standards for Initial and Advanced Early Childhood Professional Preparation Programs. In addition, depending on graduate courses that students take to fulfill Restricted Electives, they can complete all coursework requirements (but not experience requirements) toward the Delaware Early Childhood Administrator Certificate and/or Master Instructor and Technical Assistance Provider for the Delaware Institute for Excellence in Early Childhood.
The proposed program has received approval of the following committees: HDFS Early Childhood Education Committee, HDFS Ad-hoc Undergraduate Curriculum Committee, HDFS Graduate Committee, University Teacher Education Committee (UCTE), CEHD Undergraduate Curriculum Committee and CEHD Graduate Curriculum Committee.
Enrollment of up to 5 students per
year is anticipated. In a survey of our current undergraduate Early Childhood
Education majors’ interest in a 4+1 program in Early Childhood, 53.7% rated themselves as extremely interested on a
5-point scale from extremely uninterested
to extremely interested.

Students in the 4+1 BS and MS in HDFS: Concentration in Early Childhood Development and Inclusive
Education will complete all requirements for
the undergraduate major in Early Childhood Education. However, the four-year curriculum for the
Bachelor of Science in Early Childhood Education, when taken as part of the 4+1
program, contains required graduate courses that prepare the student for
completion of the Master in Science curriculum.
With this 4+1 plan and the proper scheduling of MS classes as an
undergraduate, students may enter immediately into the MS program full-time
with the possibility of completion within one year.
UD Early Childhood Education undergraduate majors who
are provisionally granted admission to the 4+1 BS and MS HDFS:
Concentration in Early Childhood Development and Inclusive Education and
subsequently admitted to the MS in HDFS: Concentration in Early Childhood
Development and Inclusive Education may
waive the requirement to take a) HDFS 411
Inclusive
Curriculum: Birth – Preschool (3 credits) by
completing HDFS 641 Infants, Toddlers and
Families: Development and Programming (3 credits),
b) HDFS 406 Supporting Literacy in Early
Childhood Education (3 credits) by
completing HDFS 606 Early Child Literacy Skill Development (3 credits), and c) HDFS 445 Family, Community and School Partnerships (3 credits) by taking HDFS 647 Family Partnerships in Early Childhood Care
and Education (3 credits). Content of
the courses waived in the undergraduate program is addressed in greater depth
and placed in the larger scholarly context in the corresponding graduate
courses. For any undergraduate course
requirement to be waived, the student needs to earn a grade of B (3.0) or
better in the corresponding HDFS graduate course.
In addition, UD Early Childhood Education undergraduate
majors who are provisionally granted admission to the 4+1 BS and MS HDFS: Concentration in Early Childhood
Development and Inclusive Education and subsequently admitted to the MS in
HDFS: Concentration in Early Childhood Development and Inclusive Education may take up to two additional
3-credit graduate courses toward the 33 credit MS requirement from the
following list: HDFS 601 Theories of Human Development, HDFS 615 Research
Methods, HDFS 621 Family Studies I: Empirical
and Theoretical Perspectives, EDUC 665 Elementary Statistics.
