The proposed new concentration within the major supports the 10 goals of undergraduate education.  In particular, the required coursework will help student “attain effective skills in oral and written communication, quantitative reasoning, and the use of information technology” (Goal #1).  As many of the required courses include both individual and group assignments, students will thus “Be able to work and learn both independently and collaboratively” (Goal #3).  Finally, through placements and student teaching, students will “Develop the ability to integrate academic knowledge with experiences that extend the boundaries of the classroom” (Goal #7).

The new concentration will require courses in UAPP, EDUC, FASH, NTDT, and HRIM.  Permission to require UAPP225 has been received from Maria Aristigueta, Director of the School of Urban Affairs and Public Policy is attached below.  Permission to add an additional section of EDUC400 for Family and Consumer Sciences student teachers from Laura Glass, Associate Director of the School of Education is attached.  Permission to require FASH114 and FASH122 has been received from Marsha Dickenson, Chair of Fashion and Apparel Studies.  Permission to require HRIM201 and HRIM211 has been received from Robert Nelson, Chair of Hotel, Restaurant and Institutional Management.  Permission to include NTDT200 was received by Dr. Susan Hall, Chair, Department of Health, Nutrition, and Exercise Sciences.  Recommendation and approval to include EDUC 414, EDUC 413, and EDUC 420 was given by UCTE, including Dr. Minke in SOE.

 

The remaining required courses outside of HDFS are currently also required for students in existing HDFS concentrations and majors, with existing cooperative agreements. 

 

Describe the rationale for the proposed program change(s):

There is a nationwide shortage of Family and Consumer Sciences teachers.  The Department of Human Development and Family Studies is uniquely qualified to offer a concentration within the Human Services major that will train future teachers in this area, with an emphasis on child and family development.  Family and Consumer Sciences teachers focus on preparing individuals for the challenges of living and working in a diverse global society while strengthening the well-being of individuals and families across the life span. To that end, courses in Family and Consumer Sciences continue to be offered widely in high school programs, and require preparation in the areas of early childhood education, human services, apparel, and food service. Students in high schools take this coursework to strengthen their high school curriculum, develop some job skills, and prepare for post-secondary education.  The proposed concentration will allow graduating students to be certified in Delaware as a Family and Consumer Sciences teacher under Title 14 of the Delaware Administrative Code (available online at http://regulations.delaware.gov/AdminCode/title14/1500/1554.shtml).  The curriculum is based upon recommended curriculum of the Family and consumer Sciences Association.  Currently, there is no University in the mid-Atlantic region that offers a Family and Consumer Sciences program.  Therefore, the need for FCS teachers and the absence of competing programs will provide sufficient demand for the programs sustainability.

 

The majors in this concentration will be certified to teach in middle schools and high schools in Delaware.  The program will be eligible for NCATE accreditation.  We will require the Praxis II test in Family and Consumer Sciences.  Although Delaware does not require the Praxis II for teaching in Family and Consumer Sciences, many other states do.  There is not a Specialty Professional Association (SPA) recognized by NCATE for this discipline, so SPA standards are not applicable.  As long as UD is accredited, this program would be as well.  This proposal is also being reviewed by the University Council on Teacher Education (UCTE).

Praxis Test Requirements
Human Services students in the FCS concentration must complete the following Praxis test requirements:

 

Praxis I: Passing scores on the Praxis I test, all three subtests (reading, passing score = 175; writing, passing score = 173; and mathematics, passing score = 174), prior to enrollment in HDFS 480.

 

Praxis II: Proof of having taken an appropriate academic CONTENT area test or a state-designated academic content knowledge test. A copy of the Official score report must be submitted to the Delaware Center for the Teacher Education, 200 Academy Street, during enrollment in EDUC 400 Student Teaching or no later than November 1 for January graduates and May 1 for spring or summer graduates. An institutional recommendation for certification will not be issued until the candidate has presented the official score report.

 

ELECTIVES
After required courses are completed, sufficient elective credits must be taken to meet the minimum credits required for the degree.

Only four credits of Music ensemble and four credits of 100-200 level courses in Military Science/ Army ROTC may be counted toward the degree.

We are working on proposing a new concentration in the Human Services major to prepare students to teach Family and Consumer Sciences. We had a program in FCS education and now there is renewed interest in this field because most of the teachers are ready to retire. Would it be possible to have an EDUC 400 section for 10 credits for FCS student teachers that I would administer similar to the ECE student teaching sections? Thanks.

We are looking at adding a Restaurant Management minor which will also

put additional demand on those courses, but if you are talking less than

5 per year we should have no problem. You should note that students in

this class are required to purchase chef attire and a knife kit. I am

copying the faculty involved in these courses so they can come to me if

they have any concerns. If you do not hear from me otherwise, you can

assume that HRIM is supportive.
