WHEREAS,    the BA major in Public Policy has offered students opportunities for interdisciplinary study of public policies in such areas as health, education, poverty, housing, economic growth, and environmental sustainability, and

WHERAS,       the BA major in Public Policy enables students to learn how to formulate, evaluate, and promote policy options that may enhance their communities, and

WHEREAS,     the BA major in Public Policy has demonstrated significant student interest and enrollment and also led to the development of a Public Policy minor, Honors BA in Public Policy, and three 4+1 accelerated degree options, and

WHEREAS,    this program does not require major additional resources in order to run successfully, and

WHEREAS,    the Public Policy program, in its first five provisional years, has attracted and graduated exceptional students, and

WHEREAS,    the faculty and director of the School of Public Policy and Administration enthusiastically recommend permanent status, and 

WHEREAS,    the College of Arts and Sciences Senate and the Dean of Arts and Sciences recommend permanent status, and

WHEREAS    the report of the University Faculty Senate reviewers conclude that the BA degree in Public Policy is a valuable, sustainable undergraduate major and strongly recommend awarding it permanent status, be it therefore,

RESOLVED,   that the Faculty Senate recommends that the BA major in Public Policy be granted permanent status in the College of Arts and Sciences.

 

b.      Recommendation from the Faculty Senate Committee on Undergraduate Studies (Steve Hastings, Chair) with the concurrence of the Coordinating Committee on Education (Fred Hofstetter, Chair) for the request to grant Permanent Approval of the BS in Neuroscience (attachment) (attachment) (attachment)

WHEREAS,  the Faculty Senate granted provisional approval for five years to the BS major in Neuroscience in March, 2009, and

WHEREAS,  the BS major has been successful in attracting excellent students and more than doubling the numbers of students it serves, and

WHEREAS,  the major fits well with the University’s interdisciplinary education and health initiatives, be it therefore

RESOLVED, that the Faculty Senate recommends permanent approval for the BS degree in Neuroscience in the College of Arts and Sciences.

 

c.       Recommendation from the Faculty Senate Committee on Undergraduate Studies (Steve Hastings, Chair) with the concurrence of the Coordinating Committee on Education (Fred Hofstetter, Chair) for the request to revise the major HPIS Hospitality Industry Studies – Name Change (UGS0400)  (attachment) (resolution attachment)  (revised attachment 3-26-14)  (revised side by side attachment)  (revised attachment 4-10-14)

WHEREAS,  the Department of Hotel, Restaurant and Institutional Management (HRIM) offers the Hospitality Industry Studies (HPIS) major, a rigorous quantitative curriculum designed to serve the needs of students  interested in careers in ancillary and support services aiding the hospitality industries, and

WHEREAS, the HRIM faculty and advisors found the HPIS curriculum to be restrictive and difficult to double major or minor; and

WHEREAS, the proposed changes, including a name change from Hospitality Industry Studies to Hospitality Industry Management, are designed to broaden the appeal and utility of the major, so it better serves the needs of our most qualified students and prepares them for careers in the hospitality industry, be it therefore

RESOLVED, that the Faculty Senate approve, effective immediately, changing the name of the Hospitality Industry Studies to become Hospitality Industry Management, along with the new curriculum as set forth.

RESOLVED, that the Faculty Senate recommends permanent approval for the BS degree program in Pre-Veterinary Medicine and Animal Biosciences in the College of Agriculture and Natural Resources.

 

 

g.       Recommendation from the Faculty Senate Committee on Undergraduate Studies (Steve Hastings, Chair) with the concurrence of the Coordinating Committee on Education (Fred Hofstetter, Chair) for the request to grant Permanent Approval of the BA in Environmental Studies (attachment) (attachment) (report attachment)  (support letter attachment)

WHEREAS,  the ENVR Program was provisionally approved on April 20, 2009, and

WHEREAS,  at the end of the provisional period an external review team recommended that the ENVR Program be given permanent status, and

WHEREAS,  student interest in and demand for the program has been demonstrated by the actual enrollment in the major, be it therefore

RESOLVED, that the Faculty Senate recommend that the Bachelor of Arts in Environmental Studies (ENVR) Program be granted permanent status.

 

h.      Recommendation from the Faculty Senate Committee on Graduate Studies (Charles Swanik, Chair) with the concurrence of the Coordinating Committee on Education (Fred Hofstetter, Chair) for the request to add a MS degree in Entrepreneurship and Design (GRD0426)  (attachment) (budget attachment)

WHEREAS,  the Horn Program in Entrepreneurship offers a graduate certificate and MBA concentration in Entrepreneurship and Technology Innovation, and operates a variety of impactful co-curricular programs including Hen Hatch and the Venture Development Center, and

WHEREAS,  existing programs do not provide students with an opportunity to gain an optimal combination of entrepreneurship, creativity and design, and prototyping and new product development knowledge and skills, which are vital to launching startups, driving innovation for established companies, and finding market-based solutions to social problems, and

WHEREAS,  student interest in entrepreneurial education at the graduate level is growing rapidly, and

WHEREAS,  the Horn Program has secured an endowment gift, signed a long-term lease for space to house the program and constructed a resource ecosystem consisting of alumni, community members, and corporate and not-for-profit partners to ensure program quality and sustainability, and

WHEREAS,  students who are trained in entrepreneurship and design can be expected to further the goals of the Path to ProminenceTM  strategic plan by solving meaningful problems and positively impacting the economic wellbeing of the state and region through startup activity and associated job creation; be it therefore

RESOLVED, that the Faculty Senate recommends provisionally for five years the approval of the establishment of a new M.S. in Entrepreneurship and Design, effective July 1, 2014.

 

i.        Recommendation from the Faculty Senate Committee on Undergraduate Studies Committee (Steve Hastings, Chair) with the concurrence of the Coordinating Committee on Education for the request to change the name from the Honors Degree in Wildlife Conservation to the Honors Degree in Wildlife Ecology and Conservation.

WHEREAS,    on April 7, 2014 the Faculty Senate approved a name change for the Wildlife Conservation major to Wildlife Ecology and Conservation, and

WHEREAS,    to avoid confusion, the name of the honors version of this degree also needs to be changed, be it therefore

RESOLVED,   that the Faculty Senate recommends changing the name from the Honors Degree in Wildlife Conservation to the Honors Degree in Wildlife Ecology and Conservation.

 

j.        Recommendation from the Faculty Senate Committee on Undergraduate Studies Committee (Steve Hastings, Chair) with the concurrence of the Coordinating Committee on Education for the request to change the name from the Honors Degree in Entomology to the Honors Degree in Insect Ecology and Conservation.

WHEREAS,    on April 7, 2014 the Faculty Senate approved a name change for the Entomology major to Insect Ecology and Conservation, and

WHEREAS,    to avoid confusion, the name of the honors version of this degree also needs to be changed, be it therefore

RESOLVED,   that the Faculty Senate recommends changing the name from the Honors Degree in Entomology to the Honors Degree in Insect Ecology and Conservation.

 

k.      Recommendation from the Faculty Senate Executive Committee (Deni Galileo, Chair) with the concurrence of the Rules Committee (Prasad Dhurjati, Chair) for a uniform Faculty Senate policy requiring Chair and Dean approval for new and revised academic programs. Co-sponsored by Senators Courtright, Duker, Eidelman, Hermon, Jebb, Morgan, Morrison, and Selva.

WHEREAS,  the Bylaws of the Board of Trustees of the University of Delaware entrust the faculty with the responsibility to provide for the establishment of the curricula and courses for the University; and

WHEREAS,  the Bylaws also entrust the faculty with the responsibility to determine the requirements for academic degrees; and

WHEREAS,  transparency and some degree of uniformity in approval confirmation should exist across the University when new or revised programs are being considered by University-wide committees of the University Faculty Senate; and

WHEREAS,  it also is important that the Faculty Senate and administrators who are making decisions concerning academic programs correctly follow the policies and bylaws of the participating department(s) and college(s); be it therefore

RESOLVED, that each department chair and/or program director who commits a course or courses in support of an academic program shall specify in a written communication committing the course(s) 1) confirmation that their  department/program policies and bylaws have been followed correctly in consideration of the commitment and 2) what approval actions, if any, were required and/or taken by department/program faculty, and such communication shall be part of the program application; and be it further

 

RESOLVED, that each academic dean from a participating college shall confirm on the Faculty Senate Academic Program Approval form that their college policies and bylaws have been followed correctly during consideration of the supported program by specifying the approval action that was taken by the faculty, curriculum committee and/or senate at the college level.

 

l.        Recommendation from Senator Morgan, Co-Sponsored by Senators Wool, Buell, Hermon and McLeod, for the approval of a resolution concerning the proposed Power Plant on the University’s STAR Campus.

WHEREAS,  the proposed 248 Megawatt gas-fired power plant on the University of Delaware’s STAR Campus is likely to impact significantly the ambient noise levels and the air quality and the visual appearance of our campus and the surrounding residential communities, where many of our students, alumni, faculty and staff reside, therefore be it

RESOLVED, that the University Faculty Senate respectfully requests that the administration not give final approval for proceeding with this power plant project without first obtaining from the University Faculty Senate a formal recommendation to proceed with it based on reliable scientific information about this power plant’s environmental and economic impacts on our campus and our local community, and be it further

RESOLVED, that the University Faculty Senate’s Committee on Committees and Nominations appoint a study panel composed of faculty with expertise in basic science, environmental science, engineering, and economics charged with (i) examining the environmental and economic impacts of this proposed power plant on our campus and our community, and (ii) reporting its findings to the Senate.
